While the Curt Trailer Hitch Receiver # C55HR is confirmed to fit your 2024 Kia Forte it is only going to have a 1-1/4" receiver opening. And while there is an Adapter # HTAD which will change it over to a 2" receiver opening this does reduce the tongue weight capacity of the receiver by 50% which would only end up as 100lbs for the Curt # C55HR.

To find the answer to this question I really recommend measuring on your vehicle. We installed both the # DT58MR and # EH39FR on the 2022 model and the distance from the hitch pin hole to the edge of the bumper was 5". Assuming you have one of these two hitches that should be enough to use the # C18113 with 6" from the hitch pin hole to the closest edge of the carrier. Hey William, so I believe I have a great solution for you but I wouldn't recommend the ramps you mentioned because of the distance between the slats that I think wouldn't work well with your electric scooter. Hey Brian; the answer is likely no, but it depends on the weight of the Vespa. The Roadmaster Dual Hitch Receiver Adapter with 2" or 6" Drop/Rise # RM-077-6 has a 400 lb tongue weight capacity, so the weight of the Vespa and carrier, along with the tongue weight of your flat towed vehicle can only be 400 lbs. Manufacturers tend to say you can tow all the way up to the max capacity but I usually advise people to remain at least 100 lbs under the max tow rating to keep from overloading your vehicle. Tongue weight is a little different so as long as your loaded tongue weight isn't exceeding what the hitch and vehicle are rated for, and it's within 10-15% the weight of the loaded trailer you'll be in a great spot!
